The right to attend meetings does not include the right to participate or comment. As a matter of practice, however, the board will usually give the public an opportunity to speak at a meeting and may set reasonable limits on the number, frequency and length of presentations before it, but it may not unfairly discriminate among speakers for or against a particular point of view.
